Why is marine cadastral data important for conservation and marine spatial planning?

Marine Cadastral Data Management

The Nature Conservancy’s 2010 Nationwide Comparative Assessment of State-level Marine Cadastral Data in New Hampshire consisted of an interview with the New Hampshire Coastal Program1 and a review of relevant Internet sites.

State Data Management: The NH GRANIT GIS Clearinghouse (GRANIT), located within the University of New Hampshire, provides a central repository of state published data; data downloads are available through the GRANIT ftp site. The data download site is the best source of data that is relevant to marine management.

The NH Coastal Program works in partnership with National Marine Research Reserves, the National Estuary Programs, local communities, and applicants on federal consistency review. The Coastal Program is involved with the Gulf of Maine Council on the Environment and its regional programmatic and data gathering efforts, which are published on GRANIT.

Marine Cadastre and Supporting Data

Cadastral Reference System: New Hampshire does not have a marine cadastre.

Supporting Reference Data

Shorelines and Bathymetry: No coastal shorelines found. Generally NH USE USGS coastlines, but they may not be consistent among datasets. A new Army Corps of Engineers shoreline LIDAR will be tidally referenced and allow creation of a better hi-resolution coastline.

Coastal Imagery: NH Granit has 2009 NAIP and 2005 1ft Color aerials available for the coastal counties through GRANIT.

Marine and Submerged Lands Boundaries: There are a number of lateral boundary disputes. The Maine boundary has been adjudicated a number of times and the Massachusetts boundary is not entirely clear.

Fisheries and coastal wetlands are available from NH GRANIT. This includes all 17 coastal towns and is extended out to 3 n.m. No boundary files that were explicit for marine jurisdictions were found.

Ownership, Leases and Other Authorizations: Nearly all land below MHW belongs to the state. Towns do not have marine jurisdiction or leasing programs. Shell fishing areas are open and require a permit similar to a fishing license, which are not place-based. There are some tidal wetlands that are privately owned as a result of Kings Grants, but maps of these areas were not identified.

Marine Managed Areas: There are seven identified eligible marine managed areas in the Marine Protected Areas Inventory. The New Hampshire Division of Parks and Recreation is responsible for all of the marine managed areas. No existing Marine Protected Areas were identified in New Hampshire.

Local Parcel Information: No state data is available. It will be necessary to contact the individual counties and municipalities to determine the status of parcel data (see local parcel information, below).

Marine Jurisdictional Boundaries

No state level data found specific to marine jurisdictions.

The term submerged lands is used here to refer to tidal waters lying between the high water mark and the seaward extent of the state’s jurisdictional limit, which for most states is three nautical miles (i.e., the Submerged Lands Act Boundary).
