Why is marine cadastral data important for conservation and marine spatial planning?

Marine Cadastral Data Management

The Nature Conservancy’s 2010 Nationwide Comparative Assessment of State-level Marine Cadastral Data in Georgia included an interview with the Coastal Regional Commission about Georgia’s marine data needs and marine cadastral data management1 and relevant Internet sites. Additional information about Georgia’s data management infrastructure was acquired from the Office of Information Technology Outreach Services (ITOS)2 and the Department of Natural Resources.

State Data Management: Georgia recently reorganized the state GIS Council as the GA Geospatial Information Council. The new council’s first charge was to inventory the GIS capabilities of the state agencies and counties. The National States’ Geographic Information Council’s (NSGIC’s) GIS Inventory was used as the inventory tool and although the number of agencies and county governments that participated were extensive, not all relevant organizations participated. The ITOS Clearinghouse serves as the state geospatial portal compiling and providing downloads for many of the state and local governments’ spatial data. ITOS provides GIS services for many state agencies and local governments and are a good resource to identity the state’s spatial data assets.

Marine Cadastre and Supporting Data

Cadastral Reference System: Georgia does not have a marine cadastral reference system. Coastal data is managed as individual projects. The management of coastal issues falls under the Coastal Regional Commission and the Department of Natural Resources. The state’s coastal management interests are focused on wildlife management, conservation of its extensive marshes, erosion monitoring and control, planning, siting alternative energy projects (wind, solar, tidal) and the border between Georgia and Florida.

Supporting Reference Data

Shorelines and Bathymetry: Vectorized shoreline data based on 1999 LiDAR is available from the GA GIS Clearinghouse. No on-line state sources of bathymetry were found. The GA Coastal Regional Commission (CRC) expects to complete a project in 2011 to collect high-resolution elevation data (LiDAR) for the coastal counties to a distance of 200 meters from shore. The LiDAR is to be flown +/- 2 hrs from mean low water. The CRC’s biggest need is for bathymetry in the waters beyond 200-meter line.

Coastal Imagery: Imagery is available on a county-by-county basis. The GIS Inventory is the best single source for identifying imagery from local governments.

Marine Jurisdictional and Submerged Lands Boundaries: State and county boundary data is available from the GA GIS Clearinghouse. The St. Mary’s River is the dividing line between GA and FL. The original land grants give title (marine easements) to mid-river. Ownership issues extend into the water due to erosion; conservation easements have been placed on parcels that are in marshes. The Georgia Coastal Regional Commission should be contacted for more information. A state managed database of the extent of the state’s coastal submerged lands was not found.

Ownership, Leases and Other Authorizations: Georgia maintains a spatial database of state owned properties. As of 2011 this dataset was not available for download from the GIS Clearinghouse so it will be necessary to contact ITOS for more details. There are two types of submerged land leases in Georgia, large facilities and shellfish; both are managed by the GA Department of Natural Resources. This data was not on the GA GIS Clearinghouse in early 2011.

Marine Managed Areas: No state data sources were found for marine managed areas, although Georgia currently has 25 designated Marine Protected Areas. The GIS Inventory contains data on conservation lands.

Local Parcel Information: Parcel data in a GIS format exists for all of the coastal counties. ITOS has a website for publishing parcel data, but as of 2011 none of the six coastal counties had provided their data to this site although some show up in the GIS Inventory. It will be necessary to contact the counties individually to determine the availability of this data (see local parcel information, below).

  • GIS Clearinghouse – Data Library. (Web site) The Office of Information Technology Outreach Services, University of Georgia manages and maintains the state GIS portal. The site includes state and local government data including parcels. Not all of the data for state lands or parcels is public and it may be necessary to contact ITOS staff to determine the status.
  • GIS Data. (Web site) USGS Center for Spatial Analysis Technology.
  • GIS Inventory. (Web site) The GIS Inventory is managed by the National States Geographic Information Council. Georgia used this site in the fall of 2010 to inventory state and local government GIS assets targeting parcels and DEM’s. The inventory is extensive but does not include all counties.
  • Tax Assessors. (Web site) Provides links to county assessment, tax, parcel, and GIS data.

The term submerged lands is used here to refer to tidal waters lying between the high water mark and the seaward extent of the state’s jurisdictional limit, which for most states is three nautical miles (i.e., the Submerged Lands Act Boundary).
