Why is marine cadastral data important for conservation and marine spatial planning?

Marine Cadastral Data Management

A number of sources in Florida provided information for The Nature Conservancy’s 2010 Nationwide Comparative Assessment of State-level Marine Cadastral Data. The Fish and Wildlife Research Institute (FWRI) in the Florida Fish and Wildlife Conservation Commission was interviewed regarding Florida marine data needs and marine data management.1 The Department of Environmental Protection’s (DEP’s) Division of State Lands provided information on state owned lands. TNC personnel who have been involved in Florida’s efforts to develop a marine cadastre provided further insights about Florida’s efforts to manage information in marine and coastal waters.

State Data Management: Florida does not have a GIS coordinating body although the individual agencies and the five Water Management Districts (WMD) have robust GIS programs with a good delineation of responsibilities. In addition to the state agencies, the Florida Resources and Environmental Analysis Center (FREAC) and the University of Florida (FGDL) provide de facto spatial data portals for Florida. The Florida Fish and Wildlife Research Institute and the Department of Environmental Protection are the lead agencies for the collection and management of data for estuarine and coastal waters. Both are good sources of coastal data.

Marine Cadastre and Supporting Data

Cadastral Reference System: Florida is not currently using a marine cadastre although FWRI has a strong interest in establishing a marine cadastre as a common referencing tool to integrate data in coastal waters. FWRI participated in a pilot project with the then Minerals Management Service (MMS) in 2004 to assess the utility of the federal Offshore Continental Shelf (OCS) grid to integrate different data sources. The OCS grid was projected into state waters, but there were technical problems because the OCS grid in the Gulf of Mexico uses an old datum (NAD27), preventing the alignment of the state inshore grid in the Gulf of Mexico coastal waters as well as the OCS grid in the Atlantic that use the latest datum. The inshore grid is available from the FREAC website.

Supporting Reference Data

Shorelines and Bathymetry: DEP’s Bureau of Beaches and Coastal Systems is responsible for the state’s beach management program. Extensive data about shorelines can be downloaded from DEP. DEP also publishes its water boundary data files on LABINS. FWRI provides shorelines and NOAA 2000 bathymetry from their site.

Coastal Imagery: Orthophoto imagery is available by individual counties and can be acquired from LABINS. Additional imagery that may be of interest is acquired by the five WMDs on an as needed basis. They will need to be contacted individually. County governments often collect their own orthoimagery and they too will need to be contacted individually to determine if other imagery is available (see Local Parcel Information, below).

Marine Jurisdictional and Submerged Lands Boundaries: FWRI has an extensive list of files for marine managed areas and other government political boundaries in the MRGIS GIS Data inventory as well as through the MRGIS Internet Map Server (IMS). The spatial extent of the Submerged Lands is available from NOAA through the FGDL. FWRI provides a file of for state water boundaries as well as county boundaries that have been extended to the state offshore water boundary line. DEP’s Division of State Lands has the responsibility for official surveys and boundaries including the location of the mean high water line. This data is available from LABINS.

Ownership, Leases and Other Authorizations: DEP’s Division of State Lands maintains the state lands records and provides access to data via DEP’s State Lands Land Record Web site. It is an excellent source of information for state owned land parcels. This database is restricted to the documents in the state lands record system. DEP currently has a project in progress (completion is expected in 2013) that will provide a spatial coverage of all state owned properties.

The Florida Department of Agriculture (FDOA) is responsible for aquatic shellfish leases. This data was not available online. FDOA will need to be contacted directly to acquire this data. DEP is responsible for docks and marina leases. There are few other lease types in the state.

Marine Managed Areas: DEP has information on the State’s Aquatic Preserves, which can be found in DEP’s GeoData Directory. FWRI has an extensive list of GIS mapping data as well as on-line mapping tools that include Marine Protected Areas.

Local Parcel Information: Parcel data can be acquired from the Florida Department of Revenue (DOR). The DOR publishes the certified roll and parcel maps which are provided by counties in October of each year. It is important to understand that the certified roll is ten months old at the time of publication and will be 22 months old by the time of the next release. To acquire more current information about county parcels it will be necessary to contact the counties directly. Many of the larger counties provide online as well as download access to their parcel data from the county web sites (see Local Parcel Information, below).

GIS Portals

  • Fish and Wildlife Research Institute (FWRI) (Web site) provides and extensive list of marine, freshwater and terrestrial GIS data that is available for download as well as on-line mapping tools.
  • Florida Resources and Environmental Analysis Center (FREAC) (Web site) hosts DEP’s Land Boundary Information System (LABINS) (Web site) which contains extensive list of data including orthoimagery, water boundaries, digital elevation models and survey data. For a list of the most current imagery see [LABINS>High-Res>Images Inventory List]. The site also provides a link to the extension of the OCS grid into Florida waters as well as links to each of Florida’s five Water Management Districts, which also have extensive lists of data.
  • Florida Department of Environmental Protection (DEP) Geographic Information Systems (Web page) provides a GeoData Directory of its spatial datasets that are available for download (Web page). The site contains a number of data sources including boundary files for Aquatic Preserves, Ecosystem Management Areas, Elevation and Contours and much more.
  • Florida Department of Environmental Protection's Division of State Lands Land Record site provides an Interactive Map Access to access Florida’s Land Records (Web site)
  • Florida Department of Revenue (DOR) (Web site) provides links to an ftp site that provides downloads of county parcel data [Property>Publications and Data>GIS Mapping Data Files]. Included in the different ftp folders is parcel data geometry by county (Year Map Data) and county parcel attributes that can be linked to the geometry (Year Final NAL_SDF). The GIS Mapping and Personnel Directory [Property>GIS/Mapping Personnel Directory] provides contact information to the counties and a schedule of DOR’s orthoimagery program
  • Florida Geographic Data Library (FGDL). (Web site) The FGDL is a collection of Geospatial Data compiled by the University of Florida GeoPlan Center with support from the Florida Department of Transportation. It has compiled a list of 350 data layers collected from federal, state, regional and local governments.
